Vigilanteism is alive and well in Africa unfortunately. In countries where colonial oppression and nationalist tyranny has taught the locals to distrust the rule of law, justive is often considered something you have to exact yourself, or face the real chance that nothing will be done.
When you add in the general cheapness of life to that, vigilante murders in African nations are frequently so part of the norm that they're scarcely remarkable. And the less developed and more rural you get, the more likely it becomes.
