It was a tough choice, but I voted for Legolas. (And not just because I think Legolas is hot! :"> ). In FOTR, Legolas' character seemed sort of superficial to me, at first, and rather young, for an Elf. But I liked the way Tolkien developed his character throughout the story, and I liked the way he became friends with the Hobbits and the Dwarf Gimli.
I really thought Glorfindel was cool too. He only gets a brief appearance, but you can tell he is wise and has been alive in Middle Earth a long time - he remembers back to the North Kingdom of the Elendil's sons.
I already voted for Galadriel as my favorite female, so obviously I like her.
Arwen doesn't get much character development in LOTR, though her role was enhanced for the movie, so you don't really get to know her.
Elrond is Halfelven, so he falls into a whole different category, IMHO, though I like him very much. (For the record, I couldn't stand the movie Elrond - I thought his look and characterization was all wrong - too young looking and too harsh in his speech and actions. Yuck!)
